A USPS Priority Mail refund is possible in a few specific cases, but late delivery alone is not one of them. USPS publishes a money back guarantee for Priority Mail Express, not for regular Priority Mail. You can also get money back for unused labels, duplicate labels and extra services that were never performed.

Which refund applies depends on what went wrong and how long ago you mailed. The windows are short, so the first step is to match your problem to the right row below.

Holiday prices through January 17, 2027: USPS added a temporary price increase from October 4, 2026 to January 17, 2027 for Priority Mail Express, Priority Mail, USPS Ground Advantage and Parcel Select. During that window, retail Ground Advantage starts at $8.40, Priority Mail at $11.50 and Priority Mail Express at $37.05.

Priority Mail Flat Rate costs $13.90 for the envelope, $14.25 legal, $15.00 padded, $14.65 for the small box, $25.80 medium and $36.10 large ($34.65 APO/FPO/DPO). Priority Mail Express flat rate envelopes are $38.25, $38.55 legal and $39.25 padded. Prices in the rest of this article are the regular July 12, 2026 prices, which return January 18, 2027, and stamps, letters and Media Mail are not affected.

Does Priority Mail have a money back guarantee?

Short version for a USPS Priority Mail refund: no. The standard service has no late delivery guarantee.

The USPS Priority Mail product page states that the expected delivery date does not come with a money back guarantee. Delivery in 2 to 3 business days is an estimate, so a box that arrives on day 5 earns no postage back. What you do get is USPS Tracking and up to $100 of included insurance on most shipments, which matters if the box is lost rather than slow.

That does not mean you have no options. Tracking is included with the service, and a package that never arrives is a claim, not a refund. Our guide to what Priority Mail tracking shows and when it updates helps you document the delay.

USPS Priority Mail Express refund rules

You get a refund if the mail did not arrive by the guaranteed time printed on your receipt. You need the tracking number and the mailing receipt.

DMM 604 section 9.5 lists the exceptions. No refund is paid when the delay came from an incorrect or incomplete address, from events beyond USPS control such as severe weather, or from a delay the customer requested.

Request it 2 to 30 days after mailing. If you added extra services, the window is 30 to 60 days.

You can apply online through your USPS.com account. You can also take Form 3533, filled out in duplicate, with the original Label 11 receipt to a Post Office. The full rules are on the USPS refund page.

A missed guarantee is worth claiming on higher priced shipments. Check the amount you paid against the postage price calculator before you file.

How to file a USPS Priority Mail refund request step by step

The steps differ slightly for the guarantee and for an unused label. Start with the guarantee, since it has the tightest deadline.

  1. Confirm the delivery date on tracking and compare it with the guaranteed time printed on your receipt.
  2. Gather the tracking number and the mailing receipt before you start.
  3. Apply online through your USPS.com account, or visit a Post Office with Form 3533 in duplicate and the original Label 11.
  4. Wait for payment by the method that matches how you applied.

Do this inside the 2 to 30 day window. If the package carried extra services, you have until day 60 for those fees only.

How much money is at stake

The postage you can recover depends on the product. These retail prices come from USPS Notice 123, effective July 12, 2026.

Product Retail price
Priority Mail Express flat rate envelope $35.90
Priority Mail Flat Rate Envelope $12.90
Priority Mail Legal Flat Rate Envelope $13.25
Priority Mail Small Flat Rate Box $13.65
Priority Mail Large Flat Rate Box $34.00

A missed Express guarantee on the top row is a real refund. On a $12.90 envelope, a late arrival gets you nothing back under the published rules.

How to get a refund for an unused Click-N-Ship label

A label qualifies if it was never scanned and never used. It must not have had a refund request before. Sign in to USPS.com, open Shipping History, select the labels and choose Refund Labels.

This is the cleanest refund to win, because it needs no proof of delay. It only needs a label that USPS never scanned. Duplicate labels fall into the same group, since the second label also goes unused.

USPS accepts requests up to 60 days after the print date. Labels older than 30 days need an email to USPS support. The money goes back to the account you paid with.

Refunds for extra services and wrong charges

Extra services are refundable if USPS did not perform them or charged you wrongly. The list includes Certified Mail, Signature Confirmation, Return Receipt and USPS Tracking. Submit the request 30 to 60 days after mailing.

USPS pays online requests by check in the mail. In person at a Post Office, you can be paid in cash, by check or by money order. Click-N-Ship refunds return to the original payment account.

What you cannot get refunded

The Domestic Mail Manual rules out refunds in some cases. Postage on a mailpiece that was refused or returned is not refundable. Overpaid postage on mail that was delivered is not refundable either.

The differential portion of semipostal stamps cannot be refunded. Unused postage stamps are never refunded in cash either, though a Post Office will exchange them at face value for other stamps or products.

Postage bought at the counter

If you paid for Priority Mail at the retail window and never mailed the item, the route is PS Form 3533 at a Post Office, not the Click-N-Ship screen. DMM 604 section 9.0 allows applications for unused postage within one year of purchase, and you must present the original unused postage or label with the form.

USPS also lists some fees as not refundable. These include PO Box enrollment fees and Package Intercept fees when the shipment was intercepted. Pickup on Demand fees are not refunded if the carrier arrived on the specified day.

When to act and when to wait

Not every delay needs a claim. Use these checks before you spend time on forms.

What you see What to do
Express package is past the guaranteed time on the receipt Request the postage refund within 2 to 30 days
Regular Priority Mail is a day or two behind Watch tracking, no refund route is listed
Label printed, then the plan changed Request a Click-N-Ship label refund before day 60
Package never arrives or arrives broken File an insurance claim, not a refund

If your Priority Mail Express is waiting at the Post Office

A missed delivery attempt can look like a late package. Undeliverable or unclaimed Priority Mail Express is held 5 calendar days before it is returned at no extra charge. Under Hold For Pickup, USPS holds Express for 3 days before a second notice and returns it within 5 days if unclaimed.

Check tracking for a notice first. A package that sits unclaimed is not a missed guarantee, so a refund request would likely fail.

Refund or insurance claim: which one to file

Many people searching for a usps priority mail refund actually need a claim.

A refund returns postage you should not have paid. An insurance claim pays for a package that was lost, damaged or missing contents. USPS keeps these separate, so a refund request will not cover a damaged box.

If your problem is loss or damage, read how Priority Mail insurance works and how to file a claim.

If you are unsure which service you bought, the mail class selector shows what each option includes.

Avoiding a refund problem next time

Keep your receipt and tracking number until the item is delivered. Without them, a guarantee claim has little to stand on.

Bottom line

Only Priority Mail Express carries a late delivery guarantee, and you must ask within 30 days. Regular Priority Mail gets you money back only for unused labels or services USPS did not deliver. Act inside the windows above, because they are short.
