The USPS Priority Mail Legal Flat Rate Envelope costs $13.25 at retail in 2026. Commercial customers pay $11.66. It measures 15 by 9 1/2 inches, and USPS caps flat rate packaging at 70 lb.

This is the long, narrow envelope of the flat rate family. It exists for documents and flat items that will not fit the standard envelope. It ships as Priority Mail, so tracking, delivery in 2 to 3 days per the USPS Priority Mail page, and $100 of insurance come with the postage.

The real question is which of the three envelopes matches what you are sending.

Holiday prices through January 17, 2027: USPS added a temporary price increase from October 4, 2026 to January 17, 2027 for Priority Mail Express, Priority Mail, USPS Ground Advantage and Parcel Select. During that window, retail Ground Advantage starts at $8.40, Priority Mail at $11.50 and Priority Mail Express at $37.05.

Priority Mail Flat Rate costs $13.90 for the envelope, $14.25 legal, $15.00 padded, $14.65 for the small box, $25.80 medium and $36.10 large ($34.65 APO/FPO/DPO). Priority Mail Express flat rate envelopes are $38.25, $38.55 legal and $39.25 padded. Prices in the rest of this article are the regular July 12, 2026 prices, which return January 18, 2027, and stamps, letters and Media Mail are not affected.

Legal flat rate envelope price and size

The prices below come from USPS Notice 123, effective July 12, 2026. USPS shows the commercial price as the Click-N-Ship price, so you get it by paying online rather than at the counter.

Priority Mail envelope Size Retail Commercial
Flat Rate Envelope 12 1/2 x 9 1/2 in or smaller $12.90 $11.12
Legal Flat Rate Envelope 15 x 9 1/2 in $13.25 $11.66
Padded Flat Rate Envelope 12 1/2 x 9 1/2 in $14.00 $11.99

The legal envelope costs 35 cents more than the standard one at retail. At commercial prices the gap is 54 cents. That is the whole cost of the extra 2 1/2 inches of length.

What is the USPS Priority Mail Legal Flat Rate Envelope for?

The 15 inch length is the point. It takes legal size paper and long contracts. It also suits folded posters, photos, prints, certificates and thin folders.

Anything shorter than 15 inches also fits. The envelope is never wrong for flat items. It is only sometimes larger than you need.

If your item is under 12 1/2 inches long, the standard envelope is cheaper. If it is fragile, a plain envelope gives no cushioning. Look at the padded version or a box instead.

Is there a weight limit?

Yes. Notice 123 states that the weight limit for domestic flat rate packaging is 70 lb. Paper never gets near that.

The envelope itself is the practical limit. It is a paper envelope with no padding, and USPS publishes no tear threshold for it, so heavy, dense or sharp items can strain the seams. Keep the load flat and modest, and tape the seams if the contents are dense.

Retail or commercial: which price do you pay?

Reading a price table is easy to get wrong, so check which column you are in.

At a Post Office counter you pay the retail price of $13.25. The commercial price of $11.66 is what USPS charges when you buy the label online with Click-N-Ship, and businesses can opt in to the Business Rate Card for further savings. The online label saves $1.59 per envelope, which adds up fast.

Whichever you pay, the USPS Priority Mail Legal Flat Rate Envelope has no zone or weight surcharge inside its 70 lb limit. A shipment across town and one across the country cost the same.

Rules for using flat rate packaging

Flat rate pricing needs USPS produced packaging. You cannot make your own envelope in the same size and claim the flat rate.

  • The flap must close within its normal folds.
  • Tape may reinforce the envelope, but you may not enlarge or reconstruct it.
  • Do not stack contents so high that the flap strains open.

The same rules apply to the usps priority mail legal flat rate envelope as to every flat rate container.

Close the flap as designed. Add tape along the seams only. If the piece cannot close normally, use a box.

Legal flat rate envelope vs the other two

Choose by the item, not by the price gap. The three envelopes differ by a dollar or less at retail. A wrong choice costs little, but a wrong fit costs a reship.

Only the legal envelope gives you the 15 inch length. The padded one is the most expensive at retail.

When flat rate is not the best price

Flat rate wins when the item is heavy for its size or travels far. For a very light item going a short distance, a weight based Priority Mail price can come in lower. The price depends on weight, zone and shape.

Enter your weight, size and ZIP codes into the postage price calculator and compare the result with $13.25.

Where to get the envelope

The envelope is free. The Postal Store listing sells it in packs of 10, from 1 to 120 packs per order, with free Ground Advantage shipping in 2 to 5 days or a paid Priority Mail upgrade.

Plan on ordering it rather than picking it up. In Notice 123 the Legal and Padded envelopes carry the footnote “Packaging only available at USPS.com”, while the standard envelope and the flat rate boxes do not.

USPS also offers free Package Pickup from your home or office, so you can hand the sealed envelope to your carrier instead of visiting a counter.

What you get with the postage

Priority Mail includes $100 of insurance. Higher value items need extra coverage. For scan updates after you ship, read how Priority Mail tracking works.

Need Express or international instead?

The Priority Mail Express Legal Flat Rate Envelope costs $36.20 at retail and $31.43 commercial. Compare the whole family in Priority Mail Express Flat Rate Envelope rates.

For abroad, the international envelopes have a 4 lb limit. The regular and legal sizes share one price. The guide to the Priority Mail International Flat Rate Envelope has the country groups.

Common mistakes with the legal envelope

  • Buying it for a letter size document. The standard envelope does the same job for 35 cents less at retail.
  • Overstuffing it so the flap will not close within its normal folds.
  • Using it for a fragile item that needs padding or a box.
  • Assuming the flat rate beats weight based pricing every time.

Avoiding these keeps the priority mail legal flat rate envelope a cheap, simple way to send long flat items.

Bottom line on the legal envelope

Pay $13.25 retail or $11.66 commercial for a flat item up to 15 inches long. The price is fixed no matter the weight. If the item is short, the standard envelope saves a little.

If it is bulky or breakable, pick a box instead. The flat rate box selector helps you choose.
